Leticia Espinosa de los Monteros in 1999 was appointed Director of the Foundation of the University Rey Juan Carlos, created in order to help achieve the objectives of the newly created University Rey Juan Carlos, namely, transmission of knowledge and culture, the promotion of scientific research, and human formation of their students.
Chaired by Federico Mayor Zaragoza, has set as a priority the foundation autonomy within the university, developing an own business model, and which had the most important results the organization of
I Congress of Culture Peace, chaired by S.S.M.M. The Kings of Spain which led to the "Madrid Declaration", or the launch of the Summer Courses of the University Rey Juan Carlos in Aranjuez, who provided the south of Madrid of academic and cultural offer in the summer months.
